The Security Operations Centre’s long-term operational effectiveness depends as fundamentally on the sustainability of its financial model as on the quality of its people, processes, and technology. A SOC that delivers exceptional threat detection and response capability but operates under a funding model that creates annual budget uncertainty, resource constraints, and investment inconsistency will progressively degrade in capability. Talent becomes harder to retain, technology refresh is deferred, and training investment is cut to accommodate financial pressure. The funding model is therefore not an administrative arrangement managed through the annual budget cycle; it is a foundational governance decision whose quality the SOC’s entire operational lifespan depends upon.
The funding model selected must reflect the organisation’s specific governance structure, the SOC’s operational scope, the stakeholder relationships, and the long-term financial sustainability the model must provide across the full operational lifecycle, not just the initial establishment phase.
The Cost Centre Model #
The cost centre model is the most common funding arrangement for enterprise SOCs within large corporate organisations. The host organisation funds all operational costs, including capital expenditure for infrastructure, tools, and facility establishment, and ongoing operational expenditure for personnel, technology licensing, threat intelligence subscriptions, and training.
The primary governance advantage of this model is strategic alignment. Because the SOC serves the organisation’s internal security requirements exclusively, it can direct its monitoring coverage, detection capability, and incident response capacity toward the assets and processes the risk assessment identifies as the highest priority. There is no commercial incentive competing with internal governance requirements for the SOC’s attention.
