The governance disciplines described in the preceding sections of this publication establish what the information security risk management framework must achieve, how it must be governed, and what principles must guide its operation. This section addresses the practical question of which methodologies the ISO should select to operationalise those disciplines, and how the choice between available approaches should be governed with the rigour and contextual judgement that the decision deserves.
Risk management methodology selection is a governance decision whose consequences extend throughout the ISMS’s operation. The methodology chosen determines how risks are identified, quantified, and compared; how risk treatment investment decisions are justified to the board and executive management; how the organisation’s risk position is communicated to the governance hierarchy; and how the effectiveness of the risk management framework is measured over time. A methodology that is poorly matched to the organisation’s governance maturity, decision-making culture, or risk profile will produce outputs that are technically compliant with the framework’s requirements but practically inadequate for the governance purposes they are intended to serve.
The ISO must therefore govern methodology selection with the same deliberateness applied to every other significant governance design decision, assessing the available methodologies against the organisation’s specific context rather than selecting on the basis of industry convention or framework familiarity. In practice, the most mature risk management programmes combine elements from multiple methodologies, drawing on each approach’s particular strengths for the governance purposes it serves best. The ISO must understand the principal methodologies well enough to make these combination decisions soundly.
