The security compliance programme’s operational effectiveness depends entirely on the completeness and accuracy of its understanding of what the organisation is required to comply with. A compliance programme that addresses only the obligations its designers were aware of at the time of its construction, without the ongoing identification discipline that captures the full and evolving scope of applicable requirements, will consistently produce compliance gaps whose discovery through regulatory enforcement, audit finding, or incident investigation is more consequential than the identification process that would have surfaced them earlier would have cost.
The ISO must govern the compliance obligation identification process as the foundational discipline on which every subsequent compliance programme activity depends, ensuring that the programme’s scope reflects the genuine breadth of the organisation’s legal, regulatory, contractual, and voluntary standards obligations rather than the subset that is most familiar or most recently encountered.
