Security Education, Training and Awareness programmes have existed in organisational security practice for decades, and their persistence reflects the genuine governance necessity that the human dimension of security creates. Yet their track record in producing the sustained behavioural change that the security challenge demands has been, by the honest assessment of the profession, consistently disappointing relative to the investment they represent. The annual compliance training that the workforce completes and forgets, the generic awareness campaign that generates the completion metrics the audit requires without the behavioural impact the security programme needs, and the one-size-fits-all content delivery that attempts to address the full workforce population’s security needs through a single content stream have all been demonstrated, through the incident rates and cultural assessments that honest programme evaluation produces, to be inadequate to the security culture challenge they nominally address.
The transformation that the security profession requires in its approach to SETA is not the incremental improvement of the existing model but the fundamental reconception of what the programme is trying to achieve and how human behaviour actually changes. The compliance model’s implicit theory of change is that communicating security requirements produces compliance with them. The behavioural science evidence is unambiguous that this theory is wrong: knowledge of requirements is necessary but insufficient for behavioural change, and the gap between knowing and doing is precisely the gap that the compliance model has no mechanism to close. The transformative SETA approach addresses this gap by governing the programme from the behavioural outcomes it must produce rather than the content delivery it must complete.
Understanding Why Traditional SETA Falls Short #
Before the transformative approach can be designed with the specificity that genuine improvement demands, the ISO must understand the specific failure mechanisms that traditional SETA produces with the diagnostic precision that addresses root causes rather than symptoms.
