Building a security culture is not a programme with a completion date. It is a continuous development journey whose progress can be mapped, measured, and governed through the maturity framework that converts the abstract aspiration of a security-aware organisation into the structured improvement path that the ISO can plan against, report upon, and use to direct the security culture programme’s investments toward the maturity gaps whose closure delivers the greatest cultural advancement.
The Security Culture Maturity Model mapped to the Capability Maturity Model Integration framework provides the ISO with the governance instrument that serves this purpose, offering the five-stage progression from the ad hoc and reactive security culture of the immature organisation through the compliance-driven, awareness-building, and behaviourally integrated stages to the data-driven optimising culture that represents the most advanced expression of security as a genuine organisational value. The CMMI mapping provides the standardised reference that enables the ISO to position the organisation’s current security culture maturity against the industry benchmarks that peer comparison requires and to articulate the improvement pathway in the structured terms that board and executive reporting demands.
Stage One: Non-Existent #
The non-existent security culture, mapped to CMMI Level 1, is characterised by the absence of the formal mechanisms, structured initiatives, and governance commitment that security culture development requires. Security awareness at this level is reactive rather than proactive, responding to incidents and audit findings without the systematic programme that builds the knowledge and behavioural foundation that genuine security culture demands. Success depends on the individual effort of the security-aware employees who happen to occupy relevant roles rather than the structured capability that enables consistent security behaviour across the full workforce population regardless of individual variation in security awareness.
