The cyber domain possesses several unique characteristics that differentiate it from traditional domains of warfare (land, sea, air, space) and present distinct challenges and opportunities for military operations:
- Asymmetry: The cyber domain is inherently asymmetric. A single individual or a small group with limited resources can potentially inflict significant damage on a well-resourced nation-state or large corporation. The cost of launching a cyber attack can be relatively low compared to the potential impact, making it an attractive option for both state and non-state actors. Traditional concepts of
mass and maneuver, while still applicable, take on new meanings in a domain where physical proximity is irrelevant and effects can propagate globally at the speed of light.
